Colorado Health Care Safety Net Stabilization Fund
A Public / Private Partnership to Support the Health Care Safety Net
In 2025, Colorado’s General Assembly passed bipartisan legislation, Senate Bill 25-290, that created the Provider Stabilization Fund – a new public/private partnership fund designed to provide financial support to many primary care and behavioral health safety net providers throughout Colorado. The Provider Stabilization Fund brings together state dollars allocated by the legislature and private contributions.
As part of its support for Senate Bill 25-290, Colorado Hospital Association (CHA) and its members committed to raise $40 million from the health care industry to support the Provider Stabilization Fund. To streamline private fundraising and ensure an efficient and effective public/private partnership, CHA is partnering with Rose Community Foundation to pool these contributions and then grant them to the state for distribution to safety net providers.
How It Works
Interested donors (organizations or individuals) may contribute to the Colorado Health Care Safety Net Stabilization Fund, a designated fund at Rose Community Foundation. As the fund’s host, the Foundation will pool contributions and execute grant agreements regularly with the Colorado Department of Health Care Policy and Financing (HCPF) to support the state’s Provider Stabilization Fund.
Once the private contributions are granted to HCPF, they will be combined with state dollars, which will total $90 million over five years. Private contributions leverage public funding, making this a highly impactful opportunity to support health care access in Colorado.
