Policy and Advocacy Ecosystem
Policy and advocacy ecosystem grants fund support for Greater Denver’s diverse and dynamic ecosystem of nonprofits that leverage policy and advocacy efforts to help local communities furthest from opportunity create conditions for equity, justice, inclusion and engagement. Through this open LOI opportunity, we seek to identify and support policy and advocacy campaigns that are both timely – meaning responsive to this unique moment in time – and specific – meaning concentrated on a concrete systems change opportunity.
Timeline: Letters of interest are due by 5pm on June 25, 2025. Notifications about next steps will be sent via email by July 21, 2025. Applications for invited organizations are due by 5pm on August 18, 2025. Notifications about grant decisions will be sent via email by October 31, 2025.
Grant amounts: Grant amounts will typically range from $15,000 to $75,000.

How to apply: LOIs are to be submitted through the Foundation’s online grants portal no later than Wednesday, June 25, 2025 at 5PM MDT.
Please Note: If your organization is not planning to advance a timely and concentrated policy and advocacy campaign, but you feel generally aligned with Rose Community Foundation’s mission and grantmaking priorities, we encourage you to forgo submitting an LOI to this open grant opportunity and instead share about your work via our general inquiry form. Our community impact team reviews all submissions to the inquiry form and will follow up with you to learn/share more if we identify alignment with our 2025 funding objectives.
Newcomers Fund
Established in December 2022, the Newcomers Fund provides grants to nonprofits that are meeting the vital needs of new immigrants in our community, including temporary and permanent housing, basic needs, and health and mental health support. Administered by Rose Community Foundation, the Fund is led by a steering committee that includes representatives from the City and County of Denver, the State of Colorado, The Denver Foundation, Latino Community Foundation of Colorado, and Mile High United Way.
At this time, the Newcomers Fund steering committee is not accepting unsolicited applications while we try to prioritize the highest needs in the face of looming uncertainty around policy changes at the federal level. We are currently fundraising for more resources to be able to deploy to nonprofits across Colorado.

2025 Grantmaking
We envision a thriving Greater Denver region, strengthened by its diversity and generosity. Our approach includes programmatic grant support, policy and advocacy work, proactive responses to emerging issues and opportunities, and donor engagement.
In 2025, our team is actively engaging in proactive and responsive grantmaking targeted at supporting organizations that are mitigating the local impacts of federal policy shifts and ensuring the resilience of our communities. We aim to address emergent issues facing the Greater Denver region, proactively seeking out potential opportunities and funding gaps within the local ecosystem and making timely and targeted investments to affect positive change. Geographic Funding Area
We accept applications for programs that serve the seven-county Greater Denver community of Adams, Arapahoe, Boulder, Broomfield, Denver, Douglas and Jefferson Counties. Programs with a broader geographic focus may apply, however, the application must address the program’s relevance to and impact on people living within these seven counties.
Grants Portal
The grants portal allows organizations to manage their application to, or grant from, Rose Community Foundation. All applications and associated documentation (grant reports, proof of matching funds, etc.) need to be accessed, completed and submitted through the online portal.
