Joan Henneberry spent over 30 years with a career focused on improving access to and quality of health and healthcare at the local, state, and national levels. As a young woman, she started out directly serving and counseling women in family planning and reproductive health clinics. Then an opportunity to focus on population health and prevention took her to the state level, where she worked at the Colorado Department of Public Health and Environment for 13 years.
Graduate school helped Joan realize her desire to work at the national level, so she and husband Mark took a detour from Colorado to Washington, D.C. where she held several positions including Director of Health Policy at the National Governors Association. During her tenure at NGA she assisted states with implementation of the state children’s health insurance program, and provided consultation and technical assistance to governors and their staffs translating policy goals into operational success.
After returning to Colorado she served on the cabinet of Governor Bill Ritter as head of the Department of Health Care Policy and Financing, the state Medicaid agency. Joan retired in Fall 2018 after almost seven years as a consultant and Vice President with Health Management Associates, a national healthcare research and consulting firm.
Joan serves on the board of the Denver Health Medical Plan, and the board of the Colorado Visiting Nurses Association. She was the 2011 recipient of the John Iglehart Award for Leadership in Health Policy from The Colorado Health Foundation, and in 2010 received the “Champions in Health Care” Manager award given by the Denver Business Journal.
